Concerns about his security, diplomatic code perhaps for better lie low for a while? :).
He certainly does not seem to have behaved very responsibly, but at the same time, there seems to be a principle, no pun intended, that the higher you go in terms of power and the ability to influence, it seems also that you become the focus of all possibilities, including the criminal ones.
Things at the top are often tinged with corruption, and this tends to soak itself out into it's immediate participants. The trouble with people that have too much privilige, is that they sometime lack the tempering force of the school of hard knocks to bring judgement, or good judgement, and proceeding carefully.
Andrew should take these things to heart, he has the residual momentum of coming good will towards his Royal Family, he might play things a little differently, rather than hiding to address them personally and admit mistakes in how he has conducted himself and then to move on in a stronger postition.
Sneaking away and hiding with his tail between his legs, would only seem to add fuel to the smouldering fire that would be an admission of guilt.
